 Horizon Easter Regatta 2007
The Horizon Easter Regatta  from 5th to 9th April 2007 in Durban offers an opportunity to all dinghy and cat sailors to come and experience the best sailing waters and the best autumn weather in the country.
Hosted by Point Yacht Club at their Vetch's Pier Beach Site, launching is easy, even for novices. There is a range of accommodation options from near-by camping to B&Bs and hotels, and plenty of entertainment options such as uShaka Marine World, snorkeling and kayaking.
The highlight of the event is the Hobie 16 National Championships, in which current and previous world champions are likely to compete alongside an anticipated 60 other crews, and which will be used to select the South African Hobie 16 representatives for the World Champs in Fiji 2007. However, all other classes of cat and dinghy are welcome.
The event is well-sponsored, and special efforts are being made to ensure a large fleet takes to the water. Subsidies for youth and development sailors will be provided, and there will daily prizes and travel vouchers for sailors who come from far.
 Beach entertainment for the families of sailors is planned as well, and the event coincides with the Durban Easter Festival.

Accommodation during the Horizon Easter Regatta
At this stage there are three options available. Please indicate on your entry form which option you will be using. Best to book B&Bs and hotels soon as Easter is a busy time in Durban.

1. Camping at Addington primary school. This is within walking distance (500m) of the club (see picture). Camping will be R50 pp per night, ablutions available, no electricity provided, 24 hour security provided.

2. Bed and Breakfasts. Best if everyone stays in one area (Durban North suburb about 10 km's away) as we will provide free kombis to ferry people to and fro a couple of times per day so as to avoid road blocks (very active during the holidays in Durban). 3. Hotels. The Blue Waters hotel (031 3277000) is on the Marine Parade at the northern end of the beachfront (i.e. the better end) and only 3 km's away from the club. The Beach Hotel (031 3375511) and Holiday Inn Garden Court (South Beach 031 3372231) are even closer to the club (2 km), are probably cheaper, but are right in the middle of the beachfront with the associated riff-raff that go with the area.

 NOTICE OF RACE

1       RULES

1.1  The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) 2005-2008, The Equipment Rules of Sailing (ERS) 2005 - 2008, the Class Rules of the Hobie 16 Class this Notice of Race, and the Sailing   Instructions
The following prescriptions of South African Sailing will apply:

     ADVERTISING

Advertising will be restricted to Category C in terms of ISAF Advertising Code RRS Section ll, Regulation 20.
Boats may be required to display event advertising on the forward part of the hull. Yachts shall not display any advertising which is in conflict with that of any official event sponsor.

3        ELIGIBILITY AND ENTRY

3.1       Competitors shall comply with the International Sailing Federation (ISAF) eligibility requirement in accordance with 2005 ISAF Regulation 19 & RRS 75 which requires that all competitors (helmspersons and all other crew) shall be members in good standing of a Yacht Club affiliated to and in good standing with SA Sailing or their Member National Authority in the case of non-South Africans. The Yacht Club name and membership details shall be stated on the entry form. Current valid South African Sailing Membership Cards shall be presented at Registration.
           Alternatively, a crewmember other than the skipper may pay a non-refundable temporary South African Sailing membership fee for the duration of the regatta of R50.00, to the Championship Secretary for submission to South African Sailing.

3.2     The regatta is open to all boats of the above listed class.

3.4   In cases of electronic or faxed entry, confirmation of payment as outlined in 3.3 above shall clearly bear the following reference: H.E.R. and be faxed or e-mailed, together with the Entry and contact details to the Regatta Secretary.
Late entries will be entries received after the 29th March 2007 will incur an additional fee of R100 for late entry.

4     CLASSIFICATION

          The 2005 ISAF Regulations Sailor Classification Code Regulation 22 shall apply.
5      FEES

5.1     Required fees are as follows:

5.2     Other Fees
     All Entry Fees and Class subscriptions shall be paid prior to the close of Entries and Registration. Failure to meet this requirement will result in the affected yacht being recorded as Did Not Compete until such time as the required payment/s are made. This changes rule A11 (DNC).

  MEASUREMENTS
Measurement certificate must be produced if applicable. Spot measurements may be taken at any stage during the regatta

Attention is drawn to the entire provisions of RRS 78

  SAILING INSTRUCTIONS

     Sailing Instructions will be available from the Regatta Secretary on completion of registration formalities.

     VENUE

          Racing will take place offshore Durban all classes to launch off the beach at PYC beach site.

10     THE COURSES

Will be as per the sailing instructions.

11     PENALTY SYSTEM
     For all classes rules 44.1 and 44.2  are changed so that only one  turn, including one tack and one gybe, is required.

12      SCORING

12.1  The Low Point System of Appendix A4.1 will apply.

12.2     4 races are required to be completed to constitute a series.
12.3   (a)     When fewer than Five races have been completed, a boat's series score will be the total of her race scores.
     (b)     When Five or more races have been completed, a boat's series score will be the total of her race scores excluding her worst score.
          ( c)  When 10 or more races have been completed, a boat's series score will be the total of her race scores excluding her 2 (two) worst scores.

NATIONAL CHAMPIONSHIP REQUIREMENTS


          In order to qualify as a National Class Championship the following criteria shall be satisfied:
  * A minimum of ten valid entries have been received no later than the closing time for entries one hour before the     scheduled starting time of the first race;
* At least ten finishers in any two races of the series;
  * At least four races completed.


14      SAFETY
          Yachts shall comply with their class buoyancy and safety   requirements.

          All competitors shall carry a personal buoyancy aid capable of supporting a 5Kg. steel weight at all times.

           Wet or Dry suits do not constitute adequate buoyancy!

15     SUPPORT BOATS
     Support boats shall fly a yellow flag which shall be conspicuously displayed and remain no less than 150m. from the racing line between the Preparatory Signal and the last competitor finishing the race. Failure to comply shall result in action from the Protest Committee



18      RADIO COMMUNICATION
A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.

20     DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. Neither the Organizing Authority nor it's officials or other persons associated with the organization of the event will accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.

21     INSURANCE
It is suggested that each participating boat be insured with valid third-party liability insurance with a minimum cover of R 1,000,000  per event or the equivalent.

 SAILING INSTRUCTIONS

1        RULES

1.1      The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) 2005-8.
1.2     The following prescriptions of the South African National Authority will apply:

1.3     The Equipment Rules of Sailing (ERS) 2005-8 and all Class Rules will apply.


     NOTICES TO COMPETITORS

     Notices to competitors will be posted on the official notice board(s) located at Point Yacht Club Beach Site.


CHANGES TO SAILING INSTRUCTIONS

     Any change to the sailing instructions will be posted before 09:00 on the day it will take effect, except that any change to the schedule of races will be posted by 18:00 on the day before it will take effect.

5      SIGNALS MADE ASHORE
5.1     Signals made ashore will be displayed at PYC beach site flag pole when a flag is displayed it applies to all competitors
5.2     When flag AP is displayed ashore, `1 minute' is replaced with `not less than 45 minutes' in the race signal AP.
5.3    When Flag Y is displayed ashore, RRS 40.1 applies at all times while afloat. This changes the Part 4 preamble.

6     SCHEDULE OF RACES

6.2     Number of races:

6.3     The scheduled time of the Warning Signal for the first race will not be before 13:00 ON THE 5th April.

6.5     When there has been a long postponement and when more than one race (or sequence or races, for two or more [classes] will be held on the same day, the Warning Signal for the first race and each succeeding race will be made as soon as practicable. To alert boats that a race or sequence of races will begin soon, Flag “R” will be displayed before a Warning Signal is displayed.
6.6     On the last day of the regatta no Warning Signal will be made after 14:00 on the 9th April.

7        CLASS FLAGS

8        RACING AREAS

8.1     Classes are assigned to racing areas as follows:.
          Between the harbour mouth or its extension to the extension
          of the Umgeni river mouth.
9        THE COURSES

9.1     The diagrams attached to the Sailing Instructions show the 2 courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left. The course number will be flown with a numeral pennant on the committee boat  

10      MARKS

10.1      Marks 1, 2, 3 will be red cylindrical.
10.2     New marks, as provided in instruction 13.1, will be red cylindrical.
10.3     A Race Committee boat signalling a change of a leg of the course is a mark as provided in instruction 13.2.

11      AREAS THAT ARE PROHIBITED

The following areas are designated as prohibited: inside the shark nets and the south side of the harbour entrance (North breakwater) extension out to sea.
12      THE START

12.1  Races will be started by using RRS 26 with the Warning Signal given 5 minutes before the starting signal.
12.2   The starting line will be between the mast on the committee
          boat flying a orange flag and the start mark.          
12.3     Boats who's Warning Signal has not been made shall avoid the starting area.
12.4     A boat starting later than 4 minutes after her starting signal will be scored Did Not Start. This changes RRS A4 and A5.

13     CHANGE OF THE NEXT LEG OF THE COURSE
13.1     To change the next leg of the course, the Race Committee will move the original mark (or the finishing line) to a new position.

14      THE FINISH

          The finishing line will be between the mast on the committee
            boat flying a orange flag and the finish mark.
15     PENALTY SYSTEM
15.1  For all class(es) RRS 44.1 and 44.2 are changed so that only one turn, including one tack and one gybe, is required.
15.2     A boat that has taken a penalty or retired under RRS 31.2 or 44.1 shall complete an acknowledgment form at the Race Office within the protest time limit.      
16      TIME LIMITS
     Boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored Did Not Finish. This changes RRS 35, A4 and A5.

17      NATIONAL CHAMPIONSHIP REQUIREMENTS

          In order to qualify as a National Class Championship the      following criteria shall be satisfied:
  * A minimum of ten valid entries have been received no    later than the closing time for entries one hour before the scheduled starting time of the first race;
* At least ten finishers in any two races of the series;
* At least four races completed.
18      PROTESTS AND REQUESTS FOR REDRESS
18.1   Protest forms are available at the Race Office. Protests shall be delivered there within the protest time limit.          
18.2     For each [class] [fleet], the protest time limit is 90 minutes after the last boat has finished the last race of the day. The same time limit applies to protests by the race committee and Protest committee about incidents they observe in the racing area and to requests for redress. This changes RRS 61.3 and 62.2.
18.3  Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings and times thereof in which they are parties or named as witnesses. Hearings will be held in the jury room, located at PYC Beach site.
18.4     Notices of protests by the Race Committee or Protest Committee will be posted to inform boats under RRS 61.1(b).           
18.5     On the last day of the regatta a request for reopening a hearing shall be delivered
(a)     Within the protest time limit if the requesting party was informed of the decision on the previous day;          
(b)     No later than 30 minutes after the requesting party was informed of the decision on that day.
This changes RRS 66.
18.6     On the last day of the regatta a request for redress from a Protest Committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2.     
SCORING

19.1   The Low Point scoring system of Appendix A will apply.

19.3   (a)     When fewer than 5 races have been completed, a boat's series score will be the total of her race scores.
(b)  When from 5 to 9 races have been completed, a boat's series score will be the total of her race scores excluding her worst score.
(c)     When 10 or more races have been completed, a boat's series score will be the total of her race scores excluding her two worst scores.

SAFETY REGULATIONS

20.1      Check-out and check-in: PYC tally system will apply. A competitor not removing the allotted tally from the board prior to launching will deemed to be not racing and will receive a DNC for the races sailed with the tally on the board. On returning to the beach the tally must be replaced on the tally board.
          A boat that retires from a race shall notify the Race Committee as soon as possible.
Yachts shall comply with their class buoyancy and safety   requirements.

20.3    All competitors shall have a personal buoyancy aid capable of supporting a 5Kg. steel weight on the boat at all times while afloat.

20.4   Wet or Dry suits do not constitute adequate buoyancy!


REPLACEMENT OF CREW OR EQUIPMENT

21.1   Substitution of helmsman will not be allowed
21.2      Substitution of crew will not be allowed without prior written approval of the Race Committee     
21.3     Substitution of damaged or lost equipment will not be allowed unless approved by the Race Committee. Requests for substitution shall be made in writing to the Committee at the first reasonable opportunity.       

EQUIPMENT AND MEASUREMENT CHECKS

A boat or equipment may be inspected at any time for compliance with the Class Rules and Sailing Instructions. On the water, a boat can be instructed by a Race Committee Measurer to proceed immediately after the completion of a race to a designated area for inspection.

TRASH DISPOSAL

Boats shall not put trash in the water. Trash may be placed aboard support and Race Committee boats.


27      RADIO COMMUNICATION

27.1  A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
28      PRIZES
Prizes will be awarded as detailed in the Notice of Race and at the discretion of the race committee.

29      DISCLAIMER OF LIABILITY
